Rural tracts start with fewer banks and drop further: of the 925 tracts newly without a CD-obligated bank under Q1b, 741 are rural, 122 micropolitan and 62 metropolitan. 16 of today's 196 uncovered tracts are in American Samoa.
Coverage: the tract sits inside the bank's assessment area (2024 FFIEC CRA disclosure footprints as filed for reporters; branch counties for non-filers, per the September 11 final methodology) and the bank keeps CD obligations under the scenario's December either-year size test. Wholesale, limited purpose, and strategic plan banks stay obligated in every scenario; Federal Reserve banks keep today's obligations (Fed unchanged). Population: 2020 Census, 335.1M.
